Reunión de coordinación regional para América Latina y el Caribe sobre el Acuerdo sobre medidas del Estado rector del puerto (AMERP)
Del 13 y 17 de mayo de 2024 en San José – Costa Rica, se llevó a cabo la Reunión de coordinación regional para América Latina y el Caribe sobre el Acuerdo sobre medidas del Estado rector del puerto (AMERP), en el cual asistieron delegados de 18 países Altos funcionarios y expertos técnicos de América Latina y el Caribe, en representación de organizaciones intergubernamentales, así como Partes y no Partes en el Acuerdo de la FAO sobre medidas del estado rector del puerto (AMERP) .
La Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO) convocará varias reuniones regionales de coordinación en 2024 en las que se tratará, a nivel regional, la implementación del AMERP y el seguimiento de la “Estrategia de Bali” , aprobada por las Partes del Acuerdo en mayo de 2023..
El AMERP es el primer acuerdo internacional vinculante diseñado para prevenir, desalentar y eliminar la pesca ilegal, no declarada y no reglamentada (INDNR) . El AMERP, que entró en vigor en 2016, tiene la tasa más alta de adhesión de todos los instrumentos pesqueros internacionales. Actualmente, las Partes en el AMERP son 78 , incluida la Unión Europea, que se considera Parte en nombre de sus estados miembros. Papua Nueva Guinea y Comoras han sido los últimos estados en adherirse al AMERP, en abril de 2024 , lo que eleva el número total de estados regidos por el Acuerdo a 104.
Las reuniones regionales de coordinación del AMERP fueron convocadas por las propias Partes en la primera Reunión de las Partes celebrada en Oslo en 2017. En concreto, esta reunión hizo un balance del estado del Acuerdo y su aplicación en la región, abordó los desafíos en la implementación del AMERP y el uso de su sistema mundial de intercambio de información . Al mismo tiempo, la reunión discutió estrategias de implementación de medidas regionales del estado rector del puerto y elaboró recomendaciones, incluso sobre la mejora de la efectividad y el seguimiento de la implementación del AMERP, para su consideración por el grupo de trabajo encargado de la estrategia y el seguimiento del AMERP .
Durante la segunda reunión regional de coordinación, Matthew Camilleri, Líder del Equipo de procesos mundiales y regionales de pesca de la FAO, afirmó que “estas reuniones de coordinación regional representan una gran oportunidad para avanzar en la coordinación e implementación del AMERP a nivel regional mientras se avanza en las discusiones sobre diversos aspectos de la Estrategia de Bali”
